EXHIBIT "A" <br />In accordance with Section 5(e) of the Agreement for Legal Services dated June 16, <br />1998, there is an exception to the compensation cap for matters which are deemed to be <br />extraordinary services. The City and Best Best & Krieger LLP agree that the following matters, <br />which are currently being handled by Best Best & Krieger LLP, are extraordinary services and <br />are thereby exempt from the compensation cap: <br />• Stephen Anderson v.
