1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, the City adopted an alternative procedure for review of airports on or about <br />June 20, 1995 ("City Alternative Procedure"); and <br />WHEREAS, the City Alternative Procedure requires the City to adopt criteria for review <br />and consideration of a comprehensive land use plan for helistops at the Medical Center <br />("Comprehensive Plan") <br />NOW, THEREFORE, BE IT RESOLVED by the City Council of the City of Colton,as <br />follows: <br />I . Criteria for Review. The City Council approves the Procedures and Criteria for <br />Review of a Comprehensive Land Use Plan for Helistops at the Arrowhead Regional Medical <br />Center, attached hereto as Exhibit "X' and incorporated herein by reference ("Criteria"). <br />2. Approval of Land Use. Based upon the Criteria, the City Council makes the <br />following findings and approves of the use of the northeast corner of the Medical Center property <br />for helistop purposes: <br />A. County Approval: The Medical Center project, along with helistops, was approved <br />by the Board of Supervisors of the County of San Bernardino. <br />B. Compatibility with Other Airports in the Area: The helistops will not adversely <br />affect safe air navigation or airport operations, and will not interfere with airport <br />communications because it is not located within any established Airport <br />Comprehensive Land Use Plan (ACLUP). <br />C. FAA Approval: The County provided Federal Aviation Administration airspace <br />approvals for each of the three helistops. <br />D. No Refueling: The helistops will not involve the storage or dispensing of volatile or <br />otherwise hazardous substances that would endanger aircraft operations and public <br />safety, since no helicopters will be stored, based or repaired at the Medical Center, <br />and no fueling or fuel storage will occur there. <br />E. Land Use Compatibility: The helistops, with the recommended conditions of <br />approval, are consistent with the City General Plan and the West Valley Specific <br />Plan, and they enhance the protection of public health, safety and welfare by <br />ensuring the orderly development of the Medical Center and the adoption of land <br />use measures or development standards that minimize the public's exposure to <br />excessive noise and safety hazards within the vicinity of the helistops.. <br />F. Pilot Notification: The County shall make all pilots using the helistops aware of any <br />antennas, poles or other structures in the vicinity of the Medical Center or the <br />imaginary flight surfaces established by FAR Part 77 which may impact the safe <br />operation of the helistops. <br />RVPLJB\DRD\42888 <br />N <br />
