RESOLUTION NO. R-91-98 <br />1 A RESOLUTION OF THE CITY COUNCIL <br />2 OF THE CITY OF COLTON, CALIFORNIA, <br />SUPPORTING THE CONSTRUCTION AND <br />3 OPERATION OF A CRIMINAL JUSTICE CENTER, <br />4 CONTAINING ADULT AND JUVENILE DETENTION FACILTIIES, <br />IN THE HIGH DESERT BY THE SAN BERNARDINO COUNTY <br />5 SHERIFF'S DEPARTMENT AND SHERIFF GARY PENROD <br />6 <br />7 WHEREAS, The City of Colton, California, is a municipal corporation, duly organized <br />8 and existing under the laws and Constitution of the State of California, and; <br />9 WHEREAS, Gary S. Penrod is the Sheriff of San Bernardino County, and; <br />10 WHEREAS, the San Bernardino County Sheriff's Department is charged with enforcing <br />11 the law and maintaining detention/corrections facilities in San Bernardino County, and; <br />12 WHEREAS, the San Bernardino County Sheriff's Department currently operates <br />13 Sheriffs stations and jail facilities throughout the county, and; <br />14 WHEREAS, the Sheriffs Department currently houses over 1,000 adult inmates from <br />15 the high desert region in San Bernardino County jails, and must transport more than 200 <br />16 adults and juveniles back and forth from all areas of the desert region to the San Bernardino <br />17 valley area for booking and/or court appearances on a daily basis, and; <br />18 WHEREAS the desert region currently has no specialized Sheriff s Department services, <br />19 such as those provided by the Homicide, Crimes Against Children and Narcotics unit, and; <br />20 WHEREAS, the only juvenile hall in San Bernardino County, located in the City of <br />21 San Bernardino, has a capacity of 236 and, being at full capacity, is therefore unable to <br />22 accept some 80 to 100 juvenile felons per month, and; <br />23 WHEREAS, the population of San Bernardino County has more than quadrupled since <br />24 the original Juvenile Hall was built in 1955 and the rate of violent juvenile crime is <br />25 increasing, and; <br />26 WHEREAS, a Juvenile Hall facility in the High Desert will relieve the strain on the <br />27 San Bernardino facility, and; <br />28 WHEREAS, the development of a High Desert Regional Criminal Justice Center will <br />29 enhance law enforcement services for all citizens of San Bernardino County <br />30 <br />31 <br />32 <br />33 City of Colton Resolution No. R- -98 Page 1 of 2 <br />
