2 <br />5 <br />C: <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />24 <br />25 <br />26 <br />27 <br />28 <br />RESOLUTION NO. __R-102-99 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON CERTIFYING THAT THE CITY HAS THE RESOURCES TO <br />FUND THE PROJECTS SUBMITTED FOR INCLUSION IN THE <br />FY 2000/2001 — 2005/2006 TRANSPORTATION IMPROVEMENT <br />PROGRAM AND AFFIRMING ITS COMMITMENT TO IMPLEMENT <br />ALL OF THE PROJECTS SUBMITTED IN THE PROGRAM <br />WHEREAS, City of Colton ("City') desires to include the submitted projects in the San Bernardino <br />County Transportation Improvement Program; and <br />WHEREAS, City warrants that full funding is committed and available for projects submitted for <br />programming in the first three years (FY 200/2001/02, 2002/03) of the Regional Transportation <br />Improvement Program; and that City accepts responsibility for full funding of said projects and warrants <br />that no additional funding allocations are required of SANBAG for City to fully implement said projects <br />therefore committing that the first three years of the RTIP are financially constrained; and <br />WHEREAS, projects programmed in years 2003/04 — 2005/06 are projects expected to receive future <br />funding through anticipated revenues, therefore all projects submitted to inclusion in the 2000/01 — <br />2005/06 RTIP are financially constrained; and <br />WHEREAS, the San Bernardino Associated Governments (SANBAG), as agency responsible for <br />short-range capital and service planning and programming for the San Bernardino County area, requires <br />an approved Resolution from the governing body of the Lead Agency for all projects included in the <br />Transportation Improvement Program; and <br />WHEREAS, SANBAG also requires that the Lead Agency include a financial plan that <br />demonstrates how the projects submitted for inclusion in the Transportation Improvement Program can <br />be implemented; and <br />WHEREAS, the City of Colton as the Lead Agency possesses the legal authority to submit the <br />project for inclusion in the Transportation Improvement Program and to finance, acquire, and construct <br />the project. <br />NOW, THEREFORE, BE IT RESOLVED that the City Council of the City of Colton does hereby: <br />Affirm its continuing commitment to the projects submitted for inclusion in the 200/2001 — <br />2005/2006 Transportation Improvement Program; and <br />
