R-105-99 <br />Resolution of the City of Colton to approve entering into a contract <br />with the California Trade and Commerce Agency in support of the <br />California Defense Adjustment Matching Grant Program. <br />WHEREAS, the City of Colton is a municipal corporation duly organized and <br />existing pursuant to the Constitution and laws of the State of California ("City"); <br />WHEREAS, the Inland Valley Development Agency ("IVDA") was established <br />pursuant to that certain Joint Exercise of Powers Agreement dated as of February 12, <br />1990, entered into by the County of San Bernardino and the cities of Colton, Loma <br />Linda and San Bernardino; and <br />WHEREAS, the IVDA was authorized to be established by a special act of the <br />State legislature for the specific purpose of facilitating the redevelopment of the former <br />Norton Air Force Base ("NAFB") and to mitigate the impacts on the greater San <br />Bernardino County communities from the loss of jobs and income due to the closure of <br />NAFB; and <br />WHEREAS, the City experienced adverse economic affects such as high <br />unemployment, abandoned housing and reductions in the need for overnight services <br />from the closing of NAFB; and <br />WHEREAS, the City desires to find an appropriate and significant reuse for the <br />two vacant motel/hotel facilities to mitigate the negative impacts as a result of the <br />closure of NAFB; <br />
