The City Council hereby acknowledges that the <br />Planning Commission has also considered the March 14, 2000 <br />recommendation of the citizen advisory committee for the Mt. <br />Vernon Corridor Redevelopment Project relating to the Public <br />Improvement Projects and that the Planning Commission has in <br />accordance with the provisions of Government Code Section 65401 <br />and 65402 submitted its report to the City Council and the Agency <br />which indicates that the acquisition and installation of each <br />Public Improvement Project is consistent with the General Plan of <br />the City of Colton. <br />Section 4. The City Council hereby finds and determines <br />that each Public Improvement Project has also been identified in <br />the 1999 Implementation Plan for the Mt. Vernon Corridor <br />Redevelopment Project as potential capital improvement projects, <br />which may be undertaken using the tax increment revenues of the <br />Agency, including the available balance of the Mt. Vernon <br />Corridor Bond Account, within the next five (5) years as part of <br />the redevelopment program to accomplish the redevelopment of the <br />Mt. Vernon Corridor Redevelopment Project. The City Council <br />further finds and determines that the use and application of the <br />tax increment revenues of the Agency, including the available <br />balance of funds of the Mt.
