2022 JANUARY 04 CC/CUA/CPFA/CHA MEETING 3 - <br />(1) Redistricting <br /> <br />TIME AND PLACE FIXED TO CONSIDER A SECOND PUBLIC HEARING TO RECEIVE A <br />REPORT FROM STAFF ON THE CONTINUED REDISTRICTING PROCESS AND TO REVIEW <br />DRAFT UPDATED ELECTORAL DISTRICT MAPS. <br /> <br />Mayor Navarro declared the Public Hearing open. <br /> <br />City Clerk Padilla submitted the Notice of the Public Hearing (on file in the City Clerk’s Office) and there were <br />no reports of protests or objections thereto. <br /> <br />Staff Presentation <br />Attorney William Priest, BB&K, presented for Council the following actions related to the continued <br />redistricting process: <br />1. Receive a report from staff and the city’s redistricting consultant on the continued redistricting process <br />and review draft maps; <br />2. Conduct a public hearing to review draft maps and receive public input on district boundaries; <br /> <br />Attorney Priest included in the presentation while incorporating the 2020 Census data the proposed <br />demographic analysis: Map Option 1 & Map Option 2. <br /> <br />Public Comment <br />The following community members addressed the Council: Pam Lemus <br /> <br />Motion and Second by CM González/CM Suchil to close the public hearing. <br />Vote: Motion carried with CM Cisneros absent. <br /> <br />Council Discussion <br />Discernment and discussion between Mayor and Councilmembers present, with clarification provide by staff: <br />Attorney Priest. <br /> <br />Direction to Staff <br />Attorney Priest will incorporate Council and public comments made at tonight’s meeting into revised maps, as <br />appropriate, and share during Public Hearing No. 3; in addition public hearing No. 3 in February (TBD) will <br />review additional publicly submitted maps and consider input from workshops. <br /> <br />(2) 2021-2029 Housing Element Update <br /> <br /> TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING TO APPROVE AND ADOPT A <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, APPROVING GENERAL <br />PLAN AMENDMENT FOR 2021 – 2029 HOUSING ELEMENT UPDATE. (FILE INDEX NO. DAP- <br />001-720), RESOLUTION NO. R-04-22. <br /> <br />Mayor Navarro declared the Public Hearing open. <br /> <br />City Clerk Padilla submitted the Notice of the Public Hearing (on file in the City Clerk’s Office) and there were <br />no reports of protests or objections thereto. <br /> <br />Staff Presentation <br />Director Mark Tomich, Development Services, presented for Council consideration an overview of the agenda <br />item and requested approval of staff’s recommendation
