EXHIBIT "A" <br />City of Colton <br />MEASURE ""I" TWENTY YEAR PLAN 2000/2020 <br />NARRATIVE STATEMENT <br />The City of Colton General Plan Circulation Element currently identifies proposed <br />improvements on the City Street System for next twenty years. Implementation of <br />these improvements is dependent on the rate of development and the availability of <br />funding from a variety of sources, including Measure I funds. Current the emphasis is <br />on street capacity improvements to accommodate growing traffic volumes as identified <br />in the Five Year Measure I Plan. Colton is a mature City with an extensive existing road <br />system. Implementing the Pavement Management Program protects this sizable <br />investment. As the City of Colton nears build -out, estimated near the year 2025, <br />roadways constructed with Measure I funds will also experience a growing need for <br />protective maintenance. Since 1998, the City increased the Measure I dollars for <br />rehabbing and repaving of existing City streets. Over the next twenty years, the City of <br />Colton plans to continually increase the allocation of Measure I Funds for rehabilitation <br />and reconstruction of these existing facilities. Potentially the City of Colton plans to <br />update the General Plan Circulation Element in the fiscal year 2001/2002. At that time <br />there may be potential changes to the Twenty Year Transportation Plan. <br />
