City of Colton <br />MEASURE "I" TWENTY YEAR PLAN 2002/2022 <br />A NARRATIVE <br />The City of Colton General Plan Circulation Element currently identifies proposed <br />improvements of the City Street System for next twenty years. Implementation of these <br />improvements is dependent on rates of development and the availability of funding from <br />a variety of sources, including Measure I funds. Current emphasis is placed on street <br />capacity improvements to accommodate growing traffic volumes as identified in the <br />Five Year Measure I Plan. Colton is a mature City with an extensive existing road <br />system. Pavement management programs are currently implemented to protect this <br />sizable investment. As the City of Colton nears build -out, estimated near the year 2025, <br />roadways constructed with Measure I Funds will also experience a growing need for <br />protective maintenance.
