RESOLUTION NO. R-121-01 <br />2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />3 CERTIFYING THAT CITY HAS THE RESOURCES TO FUND THE <br />PROJECTS SUBMITTED FOR INCLUSION IN THE FY 2001/2002 — <br />4 2006/2007 TRANSPORTATION IMPROVEMENT PROGRAM AND <br />AFFIRMING ITS COMMITMENT TO IMPLEMENT ALL OF THE PROJECTS <br />5 SUBMITTED IN THE PROGRAM <br />N <br />7 11 WHEREAS, City of Colton ("City") desires to include the submitted projects in the San <br />8 11 Bernardino County Transportation Improvement Program; and <br />9 II WHEREAS, City warrants that full funding is committed and available for projects <br />10 II submitted for programming in the first three years (FY 2001/2002, 2002/2003, 2003/2004) of <br />' ' the Regional Transportation Improvement Program; and that City accepts responsibility for <br />12 full funding of said projects and warrants that no additional funding allocations are required of <br />13 <br />14 SANBAG for City to fully implement said projects therefore committing that the first three <br />15 11 years of the RTIP are financially constrained; and <br />16 WHEREAS, projects programmed in years 2004/2005 — 2007/2008 are projects <br />17 expected to receive future funding through anticipated revenues, therefore all projects <br />18 submitted to inclusion in the 2001/2002 — 2007/2008 RTIP are financially constrained; and <br />19 WHEREAS, the San Bernardino Associated Governments (SANBAG), as agency <br />20 responsible for short-range capital and servicelannin and <br />p g programming for the San <br />21 <br />22 Bernardino County area, requires an approved Resolution from the governing body of the <br />23 Lead Agency for all projects included in the Transportation Improvement Program; and <br />24 WHEREAS, SANBAG also requires that the Lead Agency include a financial plan that <br />25 demonstrates how the projects submitted for inclusion in the Transportation Improvement <br />26 11 Program can be implemented; and <br />27 WHEREAS, the City of Colton as the Lead Agency possesses the legal authority to <br />28 submit the project for inclusion in the Transportation Improvement Program and to finance, <br />acquire, and construct the project. <br />
