The territory included within t assessment district as described in Section 4 shall be designated as 1 "Landscape and Lighting District No. 2." Section 2 Calling a Property Owner Protest Proceeding: The City Counc has determined at this time to call a property owner protest proceeding therein t authorize the formation, the levy of the assessments (as such assessments 1 more particularly outlined in the Report), and /the proposed assessment rang formula. The City Council finds that the public's best interest requires such levy an collection. Section 3 Description of proposed improvements: The improvement within the District include: the operation, maintenance and servicing of landscap improvements along Meridian Avenue, Pepper Avenue, Randall Avenue, Michas D'Arcy Lane, and Porfirio Lane. Section 4 Boundaries and Designation: The District consists of all parcel located south of Randall Avenue and west of the Edison Easement; North of Sa Bernardino Avenue and east of Pepper Avenue, development areas known a "Pacific Century Homes — Tract Nos. 14158 and 14159; and Young Homes Tract Nos. 14391-1, 14391-2, 15165-1, 15165-2, 15873, 16025 and 16236". Th territory is within the City of Colton, within the County of San Bernardino, State c California. The proposed district is designated as: "Landscaping and Lightin District No. 2." Section 5 Proposed Assessment Amounts: For Fiscal Year 2002/2003 the proposed assessments for the District is outlined in the Formation an( Annual Levy Report, which details the annual assessment. Section 6 Public Hearin-g(s) The City Council hereby declares its intentio to conduct a Public Hearing annually concerning the formation and levy c assessments for the District in accordance with Chapter 2, Article 1, Sectio 22587 (e) of the Act. Section 7 Notice: The City Clerk shall give notice of the time and place o the Public Hearing by causing the publishing of this Resolution once in the loca paper for two consecutive weeks not less than ten (10) days before the date o the hearing and by posting a copy of this Resolution on the official bulletin boar( customarily used by the City Council for the posting of notices.
