R-21-01 A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON APPROVING A GENERAL PLAN AMENDMENT TO AMEND THE LAND USE DESIGNATION OF CERTAIN PROPERTY IN THE CITY OF COLTON WHEREAS, Richard Horn filed an application on December 18, 2001, Index No. DZGCV-111-00, for an amendment to the general plan of the City of Colton ("Gene Plan") to change the land use designation of property from "Single Family Residential' a "General Commercial" to "Industrial Park" ("Application'), affecting approximately three po five eight (3.58) acres of land located Easterly terminus of Harbor Drive, along easterly side Illinois Avenue (Assessor Parcel No. 164-131-36, 44, 46, and 96) ("Subject Site") in the City Colton, County of San Bernardino; WHEREAS, the Application was referred to all affected public agencies pursuant to section 65352 of the Government Code; WHEREAS, the Application was reviewed, studied, and found to comply with the California Environmental Quality Act ("CEQA") as more fully described below; WHEREAS, on February 27, 2001, the Planning Commission of the City of Colton ("Commission') conducted a duly noticed public hearing on the Application at which time all persons wishing to testify in connection with the Application were heard and the Application was fully studied; WHEREAS, the Planning Commission adopted a Resolution recommending approval of this Amendment to the General Plan of the City of Colton; WHEREAS, on March 20, 2001, the City Council of the City of Colton ("City Council') conducted a duly noticed public hearing on the Application at which time all persons wishing to testify in connection with the Application were heard and the Application was fully studied; and WHEREAS, all other legal prerequisites to the adoption of this Resolution have 1
