The City Council hereby approves the Construction Agreement in the <br />form as submitted to the City Council with this Resolution. The Mayor and the City Clerk are <br />hereby authorized and directed to execute the Construction Agreement on behalf of the City, <br />together with such technical and conforming changes to the text of the Construction Agreement <br />as may be recommended by the City Attorney so as to conform the text to the specific public <br />works construction and management responsibilities assumed by the City under said <br />Construction Agreement. <br />Section 2. The City Engineer is hereby authorized and directed to proceed with the <br />completion of the acquisition, design and construction of each of the Santa Ana River Projects <br />as set forth in the Construction Agreement and to submit final recommendations to the City <br />Council for the award of the appropriate public works contracts by the City to the lowest <br />responsible bidder for each such project at the earliest feasible time. The City Manager and the <br />City Engineer are hereby authorized and directed to administer the responsibilities of the City <br />with respect to each of the Santa Ana River Projects in accordance with the provisions of the <br />Construction Agreement. <br />Section 3.
