Also specific appliances and equipment that may be responsible for high-energy use will be metered for demand. Repaired or replacement appliances will be checked for demand or load determined by calculation or nameplate data. Schedule for Implementation of M&V: M&V reports will be submitted on a quarterly basis SCHEDULE: Beginning of June 2001 --- Mail Out Program Application Mid -June 2001 --- Enter Eligible Customers Into Data Base --- Begin Audits and Improvements September 2001 --- 50% of Audits Complete. October 2001 --- Evaluate program, alter as needed for rest of program. 2. SINGLE-FAMILY LOW-INCOME HVAC EVAPORATIVE COOLERS PROGRAM General Program Description: This program's goal is to replace central air conditioning that uses from 2,000 to 5,000 watts with evaporative coolers that use from 150 to 500 Watts. Low -Income customers residing in Single -Family conventional and mobile homes with central air-conditioning. Method of Delivery: The energy audit would determine the appropriate type and size of evaporative coolers for each eligible customer. The appropriate coolers would be purchased with Colton Public Utilities PB or SCPPA funds. San Bernardino Community Services would deliver and install the coolers. Marketing: Low-income customers eligible for this program would be identified by the energy audit program as being the most likely to benefit by receiving an evaporative cooler. Colton Public Utilities and San Bernardino Community Services would be responsible for contacting, accessing needs and delivering services M&V Implementation Plan: Since evaporative coolers would be installed after air conditioning systems have been checked for energy use. Pre-existing individual and whole house daily use would be compared with after installation conditions. Colton Public Utilities Staff and San Bernardino Community Services would record and evaluate data to verify program effectiveness. M&V would be paid for with SCPPA Funds as part of the SB5X. M&V Kev Elements: Determination of Baseline Power Usage: Historic bills of qualified customers will be analyzed to determine baseline usage. Also, original air conditioning units will be evaluated to determine energy usage.
