ATTACHMENT A <br />or a circuit can be monitored with split coil current probes and a recording device <br />such as a HOBO data collection system. Colton Energy Services and San Bernardino <br />Community Services will work together on M&V activities and funding costs are <br />included in this SCPPA funding requests. Some meters and data loggers have already <br />been purchased by Colton Public Utilities as part of it PB program. <br />M&V Key Elements: <br />---> Determination of Baseline Power Usage: <br />Historic bills of qualified customers will be analyzed to determine baseline usage. <br />Methodology for Calculating kW Savings: <br />Historic energy use will be compared to post audit/improvemcnt energy use. Also <br />specific appliances and equipment that may be responsible for high energy use will be <br />metered for demand. Repaired or replacement appliances will be checked for demand <br />or load determined by calculation or nameplate data. <br />Schedule for Implementation of M&V: <br />M&V reports will be submitted on a quarterly basis. <br />SCHEDULE: <br />Beginning of June 2001 --- Mail Out Program Application <br />Mid -June 2001 --- Enter Eligible Customers Into Data Base <br />--- Begin Audits and Improvements <br />September 2001 --- 50% of Audits Complete. <br />October 2001 ------Evaluate program, alter as needed for rest of program. <br />4. MULTI -FAMILY COMPLEXES/LOW-INCOME HVAC EVAPORATIVE COOLERS <br />PROGRAM <br />General Program Description: <br />This program's goal is to replace the use of central air conditioning that use from <br />2,000 to 5,000 watts with evaporative coolers that use from 150 to 500 Watts. <br />Low -Income customers residing in multi family housing with central air-conditioning <br />or extremely inefficient window /wall air conditioning units. <br />Method of Delivery: <br />The energy audit would locate the most inefficient air conditioning systems. Because <br />multi family housing units can not use window evaporative coolers, portable coolers <br />that don't have to be attached to the building are the only feasible products for this <br />application. The appropriate coolers would be purchased with SCPPA funds. San <br />Bernardino Community Services would deliver and advise the customer on how to <br />use the coolers. <br />Marketing: <br />Low-income customers eligible for this program would be identified by the energy <br />audit program as being the most likely to benefit by receiving an evaporative cooler. <br />Colton Public Utilities and San Bernardino Community Services would be <br />responsible for contacting, accessing needs and eligibility and delivering services <br />4 <br />
