UTILITIES ADMINISTRATIVE ANALYST CITY OF COLTON <br />Page 2 of 2 <br />QUALIFICATIONS: <br />Education and/or Experience: <br />A Bachelor of Arts (BA) degree in accounting, finance or a closely related field is <br />required and two years of directly related experience in an administrative capacity <br />involving analytical report writing, research, program evaluation and use of a <br />variety of statistical software. Related experience and active enrollment in a <br />college or university may be considered in lieu of the actual degree requirement, <br />provided enrollment in the degree program is continued until graduation. <br />License/Certificate: <br />Possession of a valid class C California driver's license. <br />KNOWLEDGE/ABILITIES/SKILLS: <br />Knowledge of: <br />Operations and standard operating procedures of an Electric Utility program. <br />Basic principles and practices of rate setting and general financial issues of a <br />municipal Electric Utility. <br />Methods and techniques for record keeping. <br />Principles and practices of public administration. <br />Principles of statistical and financial analysis. <br />Principles of data collection, and research techniques and methods. <br />Basic accounting principles. <br />Basic principles and practices of supervision and training. <br />Modern office equipment including a computer and applicable software. <br />Proper English, spelling and grammar. <br />Ability to: <br />Analyze statistical and financial data and trends forecasting. <br />Prepare and interpret tables, charts, graphs, and flow charts. <br />Prepare clear and concise administrative and financial reports. <br />Analyze and evaluate new and existing service delivery methods and standard <br />operating procedures. <br />Apply applicable laws, codes and regulations. <br />Operate office equipment including a computer and applicable software. <br />Communicate effectively, both orally and in writing. <br />Analyze data, situations and research materials and then formulate options. <br />Establish and maintain effective working relationships. <br />Skill to: <br />Operate an office computer and applicable software. <br />APPROVED BY COUNCIL: <br />
