EXHIBIT A <br />THE CITY OF COLTON MEMORANDUM OF <br />UNDERSTANDING BY AND BETWEEN THE SAN <br />BERNARDINO PUBLIC EMPLOYEES ASSOCIATION <br />(SBPEA) GENERAL EMPLOYEES UNIT <br />AND THE CITY OF COLTON <br />This document contains a summary of the modification to the wages, hours and other <br />terms and conditions of employment of City of Colton SBPEA General Unit members <br />which have been negotiated pursuant to Government Code Section 3500, et ,seq. Which is <br />generally referred to as the Meyers-Milias-Brown Act. These modifications shall be <br />incorporated in a Memorandum of Understanding (MOU) upon the approval of the City <br />Council of the City of Colton and ratification by the Association and will be placed into <br />effect upon the adoption of the necessary ordinances and resolutions by the City Council, <br />if acceptable to them, in accordance with the terms and conditions herinafter set forth. <br />I. TERM OF AGREEMENT: The agreement will last for a three year period <br />beginning July 1, 2001 and ending midnight June 30, 2004. <br />II. INTERNAL PARITY CLAUSE: The internal parity clause shall be removed <br />from the MOU. <br />III. GRIEVANCE DEFINITION: The definition of grievance in the Grievance <br />Procedure will be narrowed to include only violations or non-compliance with the <br />provisions of the MOU and City of Colton's written or unwritten Personnel Rules <br />and Regulations. <br />IV. HEALTH INSURANCE: The City shall contribute an amount equal to the cost <br />of "Family" coverage under the Health Net Medical Insurance Program, Group <br />Number 50766A per month per full-time employee for City Provided health <br />insurance. Each employee is required to maintain a minimum coverage for <br />him/herself in a plan of his/her choice. In those instances where the employee's <br />medical insurance premium is less than the City's monthly contribution, the <br />difference, in the form of a biweekly cash disbursement will be capped at the <br />difference between the 2001 renewal rates as follows: <br />Cash Disbursement per month <br />Employee only: $378.99 <br />Employee + Spouse: $153.89 <br />Employee + children: $227.85 <br />V. OVERTIME PAY: Article II, Section 3, Sub -section 1 language will be revised <br />to eliminate "seven(7) day cycle" language and replaced with "seven(7) day work <br />period". <br />VI. UNION AND CITY PROPOSALS: Due date for Union and City proposals will <br />be 90 days prior to the expiration of the MOU. <br />
