R-55-22 <br />A RESOLUTION OF THE CITY COUNCIL OF. THE CITY <br />OF COLTON, CALIFORNIA, AUTHORIZING THE <br />RENEWAL OF THE LOCAL RESPONSIBILITY AREA <br />WILDLAND PROTECTION REIMBURSEMENT <br />AGREEMENT <br />WHEREAS, The Reche Canyon area of Colton is prone to wildfire. The magnitude of <br />these wildfires in terms of suppression efforts and response far exceeds the capabilities of Colton <br />on -duty fire crews, and; <br />WHEREAS, The suppression of large-scale wildfires is enhanced by utilizing water and <br />retardant dropping aircraft, hand crews, dozers, and various overhead management positions, and; <br />WHEREAS, Colton Fire Department does not have the capacity to provide firefighting <br />aircraft, hand crews, dozers, and enough overhead management to respond to large wildland fires <br />on a mutual aid basis; therefore, we must provide compensation for these services, and; <br />WHEREAS, The California Department of Forestry and Fire Protection (CAL FIRE) <br />may, with the approval of the Department of General Services, enter into a cooperative agreement <br />upon such terms and under such conditions it deems wise, for the purpose of preventing and <br />suppressing forest fires or other fires in any lands within any county, city, or district which makes <br />an appropriation for such purpose, and; <br />WHEREAS, The purpose of an operating plan is to increase and or enhance the fire <br />ground operations within the CAL FIRE San Bernardino Unit Colton Wildland Contract Area <br />including mutual threat zones. This plan would allow responding agencies to pre -designate the <br />Unified Ordering point, VHF Radio Frequencies, establishment of a Unified Command structure <br />for wildland fires in the contract area, and; <br />WHEREAS, The cost for Fiscal Year 2022-2023 is $30.55 per acre, for a total cost of $ <br />$34,521.48, which includes an administrative fee of 12.01 %. <br />
