1 <br />2 <br />3 <br />4 <br />5 <br />6 <br />7 <br />8 <br />9 <br />10 <br />11 <br />12 <br />13 <br />14 <br />15 <br />16 <br />17 <br />18 <br />19 <br />20 <br />21 <br />22 <br />23 <br />25 <br />26 <br />27 <br />28 <br />WHEREAS, the development of local and regional markets for recycled materials <br />would reduce the need to transport them out of the region in the future; and, <br />WHEREAS, the re -designation of the Agua Mansa RMDZ is still necessary to <br />facilitate local and regional planning, coordination, support of existing recycling -based <br />manufacturing businesses, as well as attract private sector recycling business investments to <br />the region; and <br />WHEREAS, the California Legislature has defined environmental justice as "the fair <br />treatment of people of all races, cultures, and incomes with respect to the development, <br />adoption, implementation, and enforcement of environmental laws, regulations, and policies" <br />[Government Code section 65040.12(e)], and has directed the California Environmental <br />Protection Agency to conduct its programs, policies, and activities that substantially affect <br />human health or the environment in a manner that ensures the fair treatment of people of all <br />races, cultures, and income levels, including minority populations and low-income <br />populations of the state [Public Resources Code section 71110(a)]; and <br />WHEREAS, the California Integrated Waste Management Board, in its Strategic Plan, <br />has adopted a goal to continuously integrate environmental justice concerns into all of the <br />Board's programs and,activities. <br />NOW, THEREFORE, THE CITY OF COLTON DOES RESOLVE AS FOLLOWS: <br />SECTION 1. Approves the submittal of a Recycling Market Development Zone <br />renewal re -designation application to include the cities of Colton, Rialto, Riverside and San <br />Bernardino, and unincorporated area of Riverside and San Bernardino Counties. <br />SECTION 2. Supports the Economic Development Agency of Riverside County to <br />coordinate, process, and execute all contracts, agreements, amendments, and ancillary <br />documents within the scope of the proposed zone renewal re -designation application. <br />SECTION 3. Designates the Economic Development Agency of Riverside County <br />Planning Division to serve as the lead agency for purposes of complying with the <br />requirements of the California Environmental Quality Act. <br />SECTION 4. That the re -designation is necessary to continue to assist in attracting <br />private sector recycling business investments to the area. <br />SECTION 5. That the current and proposed waste management practices and <br />conditions are favorable to the development of post -consumer waste materials markets. <br />Page 2 <br />
