I RESOLUTION NO. R-13-02 <br />2 RESOLUTION OF THE CITY OF COLTON IN SUPPORT OF <br />3 ACA4/PROPOSITION 42 (THE TRAFFIC CONGESTION <br />IMPROVEMENT ACT) <br />4 WHEREAS, Proposition 42 (The Traffic Congestion Improvement Act) will provide trafl <br />5 congestion relief with no new taxes by allocating exiting gasoline taxes revenues estimated <br />6 <br />7 approximately $1 billion annually for public transit, local road repair and improvements to loc <br />8 and state roads and highways; and <br />9 WHEREAS, Proposition 42 is based on the principle that taxes paid at the gas pum <br />10 should be used for transportation purposes and would dedicate those funds for transportatio <br />11 <br />purposes; and <br />12 <br />13 WHEREAS, all projects would be subject to standard accounting practices to ensur <br />14 they are delivered on time and on budget; and <br />15 <br />16 WHEREAS, traffic congestion is bad now and will get worse unless Proposition 42 i <br />17 Passed, jeopardizing California's economic recovery and costing Californians billions of dollar; <br />18 every year in wasted time, excess fuel and shipping delays; and <br />19 <br />20 WHEREAS, six thousand of our bridges and overpasses are structurally deficient o <br />21 don't meet highway design standards, and planned improvements to our bus and rail commutes <br />22 systems lag behind schedule; and <br />23 WHEREAS, cities and counties lack funds to fix potholes and properly maintain local <br />24 <br />streets and roads; and <br />25 <br />26 WHEREAS, traffic is paralyzing travel with Los Angeles now ranked the number one <br />27 most congested urban area in the country, San Francisco/Oakland second, San Diego sixth and <br />28 Sacramento, San Jose and San Bernardino/Riverside following close behind; and <br />
