R-19-02 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, <br />CALIFORNIA AMENDING THE COUNCIL MEETINGS MANUAL OF <br />PROCEDURE WITH REGARD TO ADDRESSING THE COUNCIL, <br />TIME LIMITATION <br />EREAS, the City Council conducts its meetings in accord with the "Council <br />Manual of P cedures" as adopted December 16, 1986, and amended from time to time, <br />("Manual of Pro dure") and in accord with the provisions of the Ralph M. Brown Act <br />(Government Code ections 54950 et seq., the "Brown Act's; and <br />WHEREAS, S ction D-4 of the Manual of Procedure established the time limit of <br />addressing the Council t five minutes unless further time is granted by the Presiding <br />Officer. <br />NOW, THEREFORE, "NHE CITY COUNCIL OF THE CITY OF COLTON <br />HEREBY RESOLVES AS FOLLO\Coun <br />Section D- 4 of the Manual of Preby amended in its entirety to read as <br />follows: <br />"D-1 TIME LIMITATION <br />Every person addressingshall limit his address to three minutes <br />unless further time is granted by the residing Officer. When any group of <br />persons wishes to address Council on the me subject matter, it shall be proper <br />for the Presiding Officer to request that a spo sman be chosen to represent the <br />group, so as to avoid unnecessary repetition. <br />PASSED, APPROVED, and ADOPTED, this 5t' day f February 2002. <br />ATTEST: <br />CAROLINA P.
