<br />3 <br />PUBLIC COMMENT Limit 3 Minutes <br />This is the portion of the meeting specifically set aside to invite your comments regarding Consent Calendar <br />items and other general comments about matters not on the agenda; however, any matter that requires <br />action will be referred to staff for investigation and report at a subsequent Council meeting. The Council is <br />prohibited by law from discussing or taking immediate action on items during this public comment period. <br /> <br />Persons desiring to submit paperwork to the City Council Members shall provide copy of any paperwork to <br />the City Clerk for the Official Record. <br /> <br />Speakers will be limited to 3 minutes; provided, however, that the presiding officer shall have certain <br />discretion to extend or limit time as provided for in the City Council Manual of Procedure. <br /> <br /> <br />CONSENT CALENDAR <br />All matters listed under the Consent Calendar are considered by the City Council to be routine and will all be <br />enacted by one motion. There will be no separate discussion of these items prior to the time the City Council <br />votes on the motion, unless councilmembers, staff or the public request that specific items be discussed <br />and/or removed for separate discussions or action. <br /> <br />(1) Minutes - Approval of Minutes for the City Council Regular Meeting held on October 4, 2022. <br />[Staff Person: Carolina Padilla] <br />(2) Warrants - Approve US Bank voucher dated 08/25/2022 and totaling $36,884.07; voucher numbers <br />201376 to 201444 dated 09/15/2022 and totaling $567,832.44; voucher numbers 201445 to 201597 dated <br />09/22/2022 and totaling $1,960,517.17; a payroll disbursement listing dated 08/06/2022 to 08/19/2022 <br />and totaling $934,999.87 and a payroll disbursement listing dated 08/20/2022 to 09/02/2022 and totaling <br />$936,435.57. <br />[Staff Person: Stacey Dabbs] <br />(3) Contract Award - Inter-Con Security, Inc. - Award a Professional Services Agreement for Parking <br />Enforcement Services to Inter-Con Security, Inc. for $275,000 Annually. <br />[Staff Person: Hank Dominguez] <br />(4) Contract Award - Various Single Phase Transformers - Approve Award of Contract for Various Single Phase <br />Transformers to Howard Industries, Inc. for $125,660.21, and to One S ource for $311,171.23. <br />[Staff Person: Brian Dickinson] <br />(5) Grant - Office of Traffic Safety - Approve and Adopt Resolution No. R-108-22 to Accept a Grant in the <br />Amount of $163,000.00 from the Office of Traffic Safety (OTS) with it's Accompanying MOU and Amend <br />the Fiscal Year 2022-2023 Budget, RESOLUTION NO.
