(GC Section 53232.3(d). <br /> <br />Councilmember(s) González/MPT Koperski/CM Suchil attended the California Cities Annual Conference and <br />Expo; held September 7-9, 2022, held at the Long Beach Convention Center. <br /> <br />MAYOR AND COUNCIL DISCUSSION ITEMS <br /> <br /> Commercial Building Color Policy <br /> <br />Staff Presentation <br />Director Tomich presented and overview of the Staff Report, Commercial and Industrial Building Color Policy; <br />concluded Council direction to staff regarding regulation of colors for commercial and industrial building. <br /> <br />Council Discussion <br />Discernment and discussion between Mayor and Councilmembers present, with clarification provide by staff: <br />Director Tomich, City Attorney Campos, and City Manager Smith. <br /> <br />Mayor Navarro asked for a consensus of Councilmembers present and announced the item ‘tabled’. <br /> <br />BUSINESS ITEMS <br /> <br />(1) Fire Department Strategic Analysis - Hear Report on Findings of Fire Department Strategic Analysis. <br /> <br />Staff Presentation <br />Fire Chief, Tim McHargue introduced Mat Fratus of Mat Fratus Consulting who presented the Colton Fire <br />Department Strategic Analysis; this is a receive and file item. <br /> <br />Project Objective <br />Assess the efficiency and capacity of Colton Fire Department’s deployment mode for fire, rescue, and <br />Emergency Medical Services (EMS). <br /> <br />Final Recommendations <br /> <br /> Addition of a fire department response resource; the option of adding a paramedic squad at an existing <br />fire station offers a high level of efficiency at a relatively low cost. <br /> <br /> Paramedic squad would be a dedicated crew in order to acquire maximum benefits of the additional <br />response vehicle. <br /> <br /> Efficient location to place the paramedic squad would be Station 214: highest call volume; highest <br />number of high-severity EMS calls by district; and highest amount of concurrent call events. <br /> <br />Fiscal Impact <br />The annual personnel cost for the recommendation to add a paramedic squad could be in the range of $875,000; <br />hire six paramedics; place a two-person paramedic squad in service 24 hours per day. <br /> <br />Council Discussion <br />Discernment and discussion between Mayor and Councilmembers present, with clarification provide by staff: <br />Consultant Fratus, Fire Chief McHargue, and City Manager Smith. <br />
