Executive Summarv <br />The Housing Element for the City of Colton is an element of the City's General Plan. It covers the <br />period beginning July 1, 2000 to June 30, 2005. <br />Background Information <br />The City of Colton incorporated in July 1887. The City encompasses 9,613 acres or 15.0 square <br />miles. The entire planning area, which includes the City and its sphere of influence, totals 11,775 <br />acres or 18.4 square miles. The City is bisected by Interstate 10, with Interstate 215 oriented <br />north/south near the City's eastern border. In 1999, the City had an estimated population of 46,634 <br />persons. The City experienced a high growth rate in the decade between 1985 and 1996; nearly 40% <br />of its housing stock was built in this ten-year period. Now, the City is nearly built out with few <br />remaining large tracts of undeveloped land, which are unencumbered by topographic, environmental <br />or geologic constraints. Within the City, there are many old, established neighborhoods and <br />numerous structures with historic designations. <br />Needs Assessment <br />According to SCAG's estimates and forecasts, the number of households in the City has grown at a <br />relatively slow and steady rate of approximately 2% per year since 1990. That agency anticipates <br />growth to remain at about the same rate over the next twenty years, achieving a population of <br />approximately 68,478 persons by the year 2020.
