R-93-02 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON <br />APPROVING AND ADOPTING THE ANNUAL APPROPRIATIONS LIMIT <br />FOR THE FISCAL YEAR 2002-03 <br />WHEREAS, the voters of California, on November 6, 1979, added Article X114 <br />B to the State Constitution placing various limitations on the appropriations of the state and <br />local governments; and <br />WHEREAS, Article Xlll-B provides that the appropriations limit for the fiscal <br />year 2002-03 is calculated by adjusting the base year appropriations of fiscal year 197879 <br />for changes in the cost of living and population; and <br />WHEREAS, the City of Colton has complied with all the provisions of Article <br />XIII -B in determining the appropriations limit for fiscal year 200203 utilizing the County <br />population index; and <br />WHEREAS, The City of Colton must make the necessary determinations <br />regarding the use of a cost -of living index change and the population index change beginning <br />in 2002-03 <br />NOW, THEREFORE, BE IT RESOLVED that the appropriations limit for fiscal <br />year 2002-03 shall be $39,422,140 for the City of Colton, and; <br />BE IT FURTHER RESOLVED, that the fiscal year 2002-03, the City of Colton selects <br />the California percentage change in per capita income as its cost-o#living index change as <br />determined by the California State Department of Finance and that the City of Colton selects <br />the population index change for the County as a whole instead of the change in City <br />population as its population index change. <br />PASSED, APPROVED AND ADOPTED THIS 6 t DAY OF AUGUST, 2002. <br />ATTEST: <br />CAROLINA P.
