R-98-02 <br />A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF COLTON, AUTHORIZING <br />THE MAYOR OF THE CITY OF COLTON TO SIGN A THREE-YEAR COOPERATION <br />AGREEMENT FOR COMMUNITY DEVELOPMENT BLOCK GRANT FUNDS FOR <br />FEDERAL FISCAL YEARS 2003-2004, 2004-2005, and 2005-2006, WITH THE COUNTY <br />OF SAN BERNARDINO. <br />WHEREAS, the City Council of the City of Colton, (referred to as "CITY") has been <br />notified by the County of San Bernardino (referred to as "COUNTY") of its eligibility to <br />participate in the County's Three -Year Community Development Block Grant Cooperating <br />Cities Program; and <br />WHEREAS, the COUNTY has been designated an "Urban County" by the United <br />States Department of Housing and Urban Development (referred to as "HUD"), as that term is <br />defined in Title I of the Housing and Community Development Act of 1974, as amended <br />(Public Law 93-383), and accordingly, COUNTY has developed a community development <br />plan and program which is set forth in COUNTY's application for federal assistance under the <br />Housing and Community Development Act of 1974, as amended; and, <br />WHEREAS, the COUNTY desires to use the area and the population of the CITY in <br />the base which the United States Department of Housing and Urban Development uses to <br />determine the level of funding to COUNTY's housing and community development program; <br />and, <br />WHEREAS, the CITY is willing and desires that its incorporated area and population <br />be included in the base used by HUD to determine funding levels to the COUNTY for the <br />execution of COUNTY's Community Development Program, and accordingly, to cooperate <br />with COUNTY in the execution of COUNTY's community development plan and program <br />within corporate boundaries of CITY during Federal Fiscal Years 2003-2004, 2004-2005, and <br />2005-2006; <br />1 <br />
