Staff Report to the Mayor and City Council <br />Appeal - Zoning Entitlements for Agua Mansa Logistic Center <br />June 20, 2023 <br />Page 2 <br /> <br /> <br /> <br /> <br />BACKGROUND <br />On February 28, 2023, the Planning Commission considered a development application (Agua <br />Mansa Logistics Center) proposing to develop two industrial warehouse buildings totaling <br />928,466 square feet (474,021 square feet for Building 1 at 1500 Agua Mansa Road (DAP-001- <br />668) and 456,445 square feet for Building 2 at 1400 Agua Mansa Road (DAP-001-716) and <br />associated driveways, parking lots, landscaping and other associated on-site and off-site <br />improvements on a 59-acre vacant site. The development request involves two separate <br />development applications; one for each building and site involving specific components as listed <br />below: <br /> <br />1. DAP-001-668; (Building 1, 1500 Agua Mansa Road; Developer: Lineage Logistics). <br /> <br />a. Architectural and Site Plan Review to allow the construction of new <br />warehouse/office building, totaling 474,021 square feet of floor area on a 35.95- <br />acre parcel and associated site improvements; <br /> <br />b. Variance to allow 114 parking stalls for Building 1 when 314 parking stalls are <br />required; <br /> <br />c. Conditional Use Permit to allow building height of 130 feet for Building 1 where <br />50 feet is the maximum height limit (approved at 95 feet); <br /> <br />d. Historic Major Certificate of Appropriateness to determine if the project is <br />consistent with requirements of the Historic Preservation Ordinance. <br /> <br />e. Tentative Parcel Map No. 20358 to consolidate lots from 11 to 2 lots; one for each <br />building site. <br /> <br />f. Determination that the project is consistent under the California Environmental <br />Quality Act (CEQA) Guidelines Section 15183 and is found to be in conformance <br />with the analysis and conclusions of the General Plan Environmental Impact <br />Report (EIR) and that no further CEQA documentation is required. <br /> <br />2. DAP-001-716; (Building 2, 1400 Agua Mansa Road; Developer: IDI Logistics): <br /> <br />a. Architectural and Site Plan Review to allow the construction of new <br />warehouse/office building, totaling 456,445 square feet of floor area on a 35.95- <br />acre parcel and associated site improvements; <br /> <br />b.
