1 provide verification of alternate health coverage, he or she shall be automatically enrolled in <br /> 2 the City's group health plan and the health allowance shall be applied toward the cost of health <br /> premiums. In the event the cost of health coverage for the Mayor or a Council Member <br /> 3 receiving health benefits is less than the allowance,the unused portion of the allowance shall <br /> be contributed to the City's 457 Plan on their behalf. The allocation of the unused health <br /> 4 allowance shall be at the sole discretion of the City. <br /> 5 <br /> To the extent that the Mayor or a Council Members enrolled in a health plan offered <br /> 6 pursuant to the Public Employees' Medical and Health Care Act(PEMHCA), as administered <br /> by CalPERS), the health allowance shall be inclusive of, not in addition to,the minimum <br /> 7 employer contribution(MEC)required pursuant to Section 22892(b) of the Government Code. <br /> 8 <br /> SECTION 9.Health Insurance—City Clerk and City Treasurer. The City Clerk and <br /> 9 City Treasurer may participate in the City's Section 125 cafeteria benefit plan. Under the <br /> cafeteria plan,they will receive a monthly allowance of one thousand two hundred twenty-five <br /> 10 <br /> ($1,225), from which they can choose health insurance, dental insurance and vision. Effective <br /> 11 July 1, 2023, the health allowance shall be increased by two hundred dollars ($200) for a total <br /> monthly health allowance of one thousand four hundred twenty-five ($1,425). <br /> 12 <br /> To the extent that the City Clerk or City Treasurer is enrolled in a health plan offered <br /> 13 pursuant to the Public Employees' Medical and Health Care Act(PEMHCA), as administered <br /> 14 by CalPERS),the health allowance shall be inclusive of, not in addition to,the minimum <br /> employer contribution(MEC)required pursuant to Section 22892(b) of the Government Code. <br /> 15 <br /> In addition, supplemental insurance opportunities will be provided in order for <br /> 16 employees to purchase supplemental medical insurance and childcare coverage through pre-tax <br /> 17 dollars. The cafeteria allowance is established by the City Council. Any changes made to the <br /> cafeteria allowance shall be provided to the City Clerk and City Treasurer, as is required under <br /> 18 IRS Section 125 rules and regulations. On January 1, 2006,the maximum differential provided <br /> to the employee may cap out at$500. In those instances where the employee's medical <br /> 19 insurance premium is less than the City's monthly contribution,the difference between said <br /> 20 cafeteria dollar amounts shall be provided in the form of a bi-monthly cash disbursement <br /> (payable 24 times per year). Cash disbursement to the employee is subject to tax,pursuant to <br /> 21 the tax codes. <br /> 22 SECTION 10. Term Life Insurance. The City shall provide Elected Officials with <br /> 23 term life insurance coverage in the amount of one hundred thousand dollars ($100,000). A <br /> monthly amount, in accordance with IRS Publication 15-B,will be added as taxable income <br /> 24 for the additional fifty thousand dollars ($50,000) coverage over the I.R.S. threshold for a <br /> taxable benefit. <br /> 25 <br /> 26 SECTION 11. Annual Physical Examination/Medical Reimbursement. The City shall <br /> provide an annual (fiscal year)physical allowance of one thousand dollars ($1,000)to the <br /> 27 Elected Officials, to include reimbursement for non-covered medical, dental, or vision <br /> 28 expenses and/or deductibles for employee and covered dependents. <br />
