Staff Presentation <br /> Stacey Dabbs, Finance Director reported on the following items. with the assistance of a <br /> PowerPoint presentation: City of Colton FY 2023-2024 Workshop#2: <br /> Workshop#1 Follow up <br /> • Increasing the amount allotted to the Utility Assistance Program. <br /> General Fund Transfer(GFT) Committee Recommendations <br /> • Police Department be fully staffed before determining what staffing levels are needed. <br /> • City work with railroad to have them clean their properties. <br /> • Increase Code Enforcement to reduce blighted properties citywide. <br /> • Expressed disinterest in additional bargain stores moving into the City. <br /> Enterprise Funds Overview <br /> Enterprise Funds are used to account for any activity for which a Fee is charged to external <br /> users for goods and services if the activity's principal revenue source meets certain criteria. <br /> • Electric Utility Fund <br /> • Water Utility Fund <br /> • Wastewater Utility Fund <br /> Other Funds Overview <br /> Special Revenue Funds <br /> Special Revenue Funds are used to account for and report the proceeds of specific revenue <br /> sources that are restricted or committed to expenditure for specified purposes. <br /> Internal Service Funds <br /> Internal Service Funds provide services to City Departments and recover their costs through user <br /> charges. <br /> Capital Projects Funds <br /> Capital Projects Funds are used to account for and report the financial resources that are <br /> restricted, committed, or assigned to expenditure for capital projects/outlays. <br /> Debt Service Funds <br /> Debt Service Funds are used to account for the accumulation of resources for and the payment of <br /> principal and interest on bonds issued in support of governmental activities. <br /> Assessment District Funds <br /> Community Facility and Special Assessment District Funds are used to account for and report <br /> the revenues received from special tax assessments to fund debt service and special services <br /> provided by the City for each respective district. <br /> 2 <br />
