1 RESOLUTION NO. R-56-23 <br /> 2 A RESOLUTION OF THE CITY COUNCIL OF THE CITY <br /> 3 OF COLTON APPROVING AND ADOPTING THE ANNUAL <br /> GANN LIMIT FOR THE FISCAL YEAR 2023-24 <br /> 4 <br /> 5 WHEREAS,the voters of California, on November 6, 1979, added Article XIII-B to the <br /> 6 State Constitution placing various limitations on the appropriations of the state and local <br /> 7 governments; and <br /> 8 WHEREAS, Article XIII-B provides that the appropriations limit for the Fiscal Year <br /> 9 2021-22 is calculated by adjusting the base year appropriations of Fiscal Year 1978-79 for <br /> 10 changes in the cost of living and population; and <br /> WHEREAS,the City of Colton has complied with all the provisions of Article XIII-B in <br /> 11 <br /> determining the appropriations limit for Fiscal Year 2023-24 utilizing the County population <br /> 12 <br /> index; and <br /> 13 <br /> NOW,THEREFORE,BE IT RESOLVED that the appropriations limit for Fiscal Year <br /> 14 2023-24 shall be $103,820,287 for the City of Colton as reflected in Schedules A and B, and; <br /> 15 BE IT FURTHER RESOLVED,that for the Fiscal Year 2023-24,the City <br /> 16 of Colton selects the California percentage change in per capita income as its cost-of-living <br /> 17 index change as determined by the California State Department of Finance and that the City of <br /> 18 Colton selects the population index change for the County as a whole instead of the change in <br /> 19 City population as its population index change. <br /> 20 PASSED,APPROVED AND ADOPTED THIS 6TH DAY OF JU E,20 3. <br /> 21 <br /> 22 <br /> 23 J A ARRO <br /> Mayor <br /> 24 <br /> 25 ATTEST: <br /> 26 . <br /> 27 STEPAHNIE M.VARGAS <br /> Deputy City Clerk <br /> 28 <br />
