R-9896 <br />RESOLUTION OF THE CITY COUNCIL OF THE CITY OF <br />COLTON AMENDING THE COUNCIL MEETINGS <br />MANUAL OF PROCEDURE WITH REGARD TO PLACING <br />ITEMS OF BUSINESS ON THE CLOSED SESSION AGENDA <br />WHEREAS, the City Council conducts its meetings in accord with the "Council <br />Meetings Manual of Procedure" as adopted December 16, 1986, and as amended from time to <br />time, (the "Manual of Procedure") and in accord with the provisions of the Ralph M. Brown Act <br />(Government Code Sections 54950 �t wQ., the "Brown Act"); and <br />WHEREAS, Section B-1 of the Manual of Procedure establishes the method for placing <br />items of business on the agenda of any meeting of the City Council; and <br />WHEREAS, Section B-1 currently allows items of business to be placed on the agenda <br />by "any Councilmember, the City Manager, the City Attorney, or the City Clerk"; and <br />WHEREAS, the Brown Act establishes requirements with regard to matters that appear <br />on the agenda, including notice requirements and the specific language for describing matters <br />to be discussed in closed session; and <br />WHEREAS, among the matters that may be placed on the agenda for discussion by the <br />City Council in closed session are matters pertaining to performance, discipline, dismissal and <br />release of City employees issues pursuant to the provisions of Government Code Section 54957; <br />M <br />2311 WHEREAS, the City Manager for the City of Colton has the ultimate decision-making <br />authority with regard to performance evaluations, discipline, dismissal and release of all <br />employees of the City under the authority of Chapter 2.16 of the Colton Municipal Code (the <br />2711 "City Manager's Ordinance"); and <br />
