1 WHEREAS,For the premium pay/retention, data shows the field of"childcare"is one of <br /> the lowest paid work forces of all work force industries. While the ECE Division and staff do <br /> 2 much more than basic childcare, are more educationally qualified, and require Professional <br /> Development we are lumped into the "childcare" field as ECE is not in the K-12 system. With <br /> 3 the rise of the Minimum Wage the work force of ECE now has numerous options that pay an <br /> 4 equivalent wage,thus granting any premium pay assist in retention purposes. <br /> 5 WHEREAS, City Staff created a tired system for a one-time payment, based on FT and <br /> PT status, CA Commission on Teaching Credentialing Permit level, and hours worked during <br /> 6 the pandemic. <br /> 7 <br /> NOW, THEREFORE, the City Council of the City of Colton does hereby resolve as follows: <br /> 8 Section 1: The staff report accompanying this resolution is found to be true, adopted as <br /> findings, and incorporated into this resolution. <br /> 9 <br /> 10 Section 2: City approves the receipt of ARPA funds through CDSS AB 185 and AB <br /> 179 and CDE AB 185 funds. <br /> 11 <br /> Section 3: Authorizes payment to City Employees within the noted positions and listed <br /> 12 within Exhibit A, Staff Retention Schedule, by the second pay period in October. <br /> 13 <br /> Section 4: Amend the Fiscal Year 2023-2024 budget as follows: <br /> 14 • Increase Revenues in Child Care Fund Account Number 206-5719- <br /> 000 by $111,886 <br /> 15 • Increase Appropriations in Child Care Part Time Salaries Account <br /> 16 Number 206-7200-7208-1040-0000-000 by$22,377.20 <br /> ■ Child Care Fund Building Account Number 206-7200-7208-4950- <br /> 17 0000-000 by $89,508.80. <br /> 18 PASSED,APPROVED AND ADOPTED THIS 5th DAY OF SEPTEMBER 2023. <br /> 19 <br /> OP <br /> 20 <br /> 21 �4.� .�� <br /> 22 <br /> Mayor <br /> 23 <br /> ATTEST: <br /> 24 <br /> 25 <br /> STEPHANIE M.
