Mayor Navarro declared the Public Hearing open. The Deputy City Clerk Vargas submitted the Notice of Public Hearing (on file in the City Clerk's Office) and there were no reports of protests or objections thereto. Staff Presentation Mark Tomich, Director of Development Services, presented for Council an overview of the agenda item and requested approval of staffs recommendation. Public Comment None. Motion and Second by CM Gonzalez/MPT Toro to close the public hearing. Vote: Unanimous Council Discussion Discernment and discussion between Mayor and Councilmembers present, with clarification provide by staff: Mark Tomich, Director of Development Services and Mario Suarez, Planning Manager. Motion and Second by MPT Toro/ CM Echevarria to Introduce by title and waive full reading of Ordinance No. 0-10-23 to amend Title 18, section 18.48.150 of the Colton municipal Code. Vote: Motion Passes, Unanimous. (2) Public Hearing - Weed Abatement Statement of Expenses - TIME AND PLACE FIXED TO CONSIDER A PUBLIC HEARING TO APPROVE AND ADOPT A RESOLUTION ADOPTING A REPORT AND STATEMENT OF EXPENSES FOR THE CITY'S WEED ABATEMENT PROGRAM AND IMPOSING A LIEN UPON PROPERTY FOR PAYMENT THEREOF, RESOLUTION NO R- 81-23.
