Garcia, City Manager <br />SUBJECT: Capital Improvement Projects Workshop <br />DATE: January 14, 2001 <br />BACKGROUND: <br />On July 18, 2000 the City Council authorized the Joint Powers Authority known as the <br />Colton Utility Authority. As a result of that action $1,440,000 was made available for <br />appropriation for expenditures for items such as enhancements to existing City <br />programs, investments in new City programs, the purchase of equipment, capital <br />projects, or a combination of the above. The possibilities listed above could also <br />include such things as design engineering for capital projects, funding for necessary <br />environmental impact reports for projects, property acquisition to accommodate projects, <br />or the acquisition of property to mitigate for environmental impacts. <br />As a result of an Operating Surplus from the 1999/2000 Fiscal Year Budget additional <br />funds in the amount of $842,250 were made available for additional appropriations such <br />as those listed above. <br />On October 13, 2000 the City of Colton received and additional $337,380 as a result of <br />Assembly Bill ("AB") 2928 (the Traffic Congestion Relief Act). These funds can only be <br />used for projects that have a positive impact on traffic congestion in the community and <br />the payment amount was based on the community's population. The "Capital Projects <br />Team" has suggested these funds be appropriated to two projects that meet those <br />criteria. <br />In the autumn of 2000 the City Council requested that staff present a draft spending plan <br />for the aforementioned revenues, and that the funds be appropriated for Capital <br />Projects. Staff has added the revenue received from Assembly Bill 2928 and will <br />suggest that AB 2928 funds be appropriated to two traffic signal projects, one of which <br />was previously approved by the City Council and one that has not been formally <br />approved. <br />As can be gleaned from the attached List # 1 of Recommended Projects as suggested <br />by the "Capital Projects Team" the list contains examples of each of the types of projects <br />specified in the first paragraph of this report.
