<br /> <br /> <br /> <br />ITEM NO. <br />STAFF REPORT <br /> <br /> <br />DATE: OCTOBER 3, 2023 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: BILL SMITH, CITY MANAGER <br />PREPARED BY: BILL SMITH, CITY MANAGER <br />SUBJECT: DISCUSSION AND POSSIBLE DIRECTION TO STAFF, <br />PERTAINING TO THE PLACEMENT OF A BALLOT MEASURE TO <br />IMPLEMENT TERM LIMITS FOR CITY COUNCIL MEMBERS <br />(FOLLOW-UP FROM 9/5/23 COUNCIL MEETING.) <br />RECOMMENDED ACTION <br /> <br />Staff recommends that the City Council take the following action: <br /> <br />That the City Council consider the information provided herein regarding Mayoral and City <br />Council term limits and provide direction to staff. <br /> <br />BACKGROUND <br /> <br />At its September 5, 2023 meeting, the City Council received staff’s report and discussed the <br />possible enactment of term limits on Mayoral and City Council service in the City of Colton. <br />Staff’s report provided an overview of the applicable law, election timing as well as possible <br />policy options for enacting term limits in the City of Colton. A copy of it is attached to this <br />report for additional details. No direction was provided at that time but staff was directed to <br />bring this matter back to the Council for continued discussion. <br /> <br />If direction is given by the Council to move forward with a proposal, the City Attorney’s Office <br />will prepare the appropriate term limits ordinance/measure as well as the election resolutions for <br />the Council to place the ordinance/measure on the ballot. <br /> <br />ISSUES/ANALYSIS <br /> <br />California Government Code section 36502(b) authorizes a general law city to limit the number <br />of terms an elected Mayor and/or City Council members may serve.
