State of California—Office of Traffic Safety GRANT NUMBER <br /> GRANT AGREEMENT PT24047 <br /> Schedule A <br /> 1. PROBLEM STATEMENT <br /> The City of Colton, located in San Bernardino County, consists of an area of 16.03 square miles and has a <br /> population of 54,285 according to the 2021 Census. Currently, the Colton Police Department has fifty-three <br /> (53) sworn police officers; however, the department is budgeted for fifty-seven (57) police officers. Trying to <br /> hire qualified candidates is becoming increasingly difficult as other neighboring agencies are also suffering <br /> from manpower shortages, and all agencies are hiring from the same pool of candidates. This shortage of <br /> officers has created constant staffing and shift shortages, which require current personnel to increase their <br /> reactive enforcement. Due to the reduction in force, officers are left with little time for proactive traffic-related <br /> enforcement. Additionally, officers spend a majority of their time on duty responding to in-progress calls for <br /> service. <br /> Between 2020 and 2022, there have been approximately 715 fatality/injury traffic crashes with approximately <br /> 996 victims who reported injury. This includes fatal traffic crashes, injury traffic crashes, hit and run traffic <br /> crashes involving injury, and traffic crashes involving a driver who was under the influence of alcohol and/or <br /> drugs. This number, however, does not include traffic crashes which involved property damage only or <br /> crashes where both parties agree to exchange information and did not desire police assistance. If property <br /> damage only traffic crashes were included in the total number of crashes between the last three years, these <br /> numbers would grow significantly. <br /> During the same time period, there were a total of fourteen (14) fatality traffic crashes with a total of fifteen <br /> (15)victims. In 2020, there were a total of 210 injury/fatal traffic crashes. In 2021, there were a total of 222 <br /> injury/fatal traffic crashes. In 2022, there were a total of 283 injury/fatal traffic crashes. From 2020 to 2022, <br /> there is a 34% increase in total injury traffic crashes. <br /> The amount of DUI and speed related enforcement conducted by patrol officers does not amount to what is <br /> necessary to lower our overall crashes, specifically targeting drivers who are under the influence and drivers <br /> who are speeding. The following is a breakdown of primary crash factors for 2021 in the City of Colton. <br /> Driving under the influence was the primary crash factor in thirty-nine (39) traffic crashes. Our highest <br /> primary crash factor for 2021 was unsafe speed (38%), followed by automobile right of way, (12%), and <br /> third, improper turning movements (11%). With the increased number of injury traffic crashes and fatality <br /> traffic crashes, the Colton Police Department would like to help the citizens in Colton and decrease the total <br /> number of all traffic crashes in the City. The citizens of Colton are directly impacted by each traffic crash. <br /> Some of the citizens are impacted due to family or friends being involved in the crashes. Other citizens are <br /> impacted by travel delays due to road or lane closures. Whatever the reason the impact has caused, our <br /> goal at the Colton Police Department is to significantly reduce the number of traffic crashes. <br /> 2. PERFORMANCE MEASURES <br /> A. Goals: <br /> 1. Reduce the number of persons killed in traffic crashes. <br /> 2. Reduce the number of persons injured in traffic crashes. <br /> 3. Reduce the number of pedestrians killed in traffic crashes. <br /> 4. Reduce the number of pedestrians injured in traffic crashes. <br /> 5. Reduce the number of bicyclists killed in traffic crashes. <br /> 6. Reduce the number of bicyclists injured in traffic crashes. <br /> 7. Reduce the number of persons killed in alcohol-involved crashes. <br /> 8. Reduce the number of persons injured in alcohol-involved crashes. <br /> 9. Reduce the number of persons killed in drug-involved crashes. <br /> 10. Reduce the number of persons injured in drug-involved crashes. <br /> 11. Reduce the number of persons killed in alcohol/drug combo-involved crashes. <br /> 12. Reduce the number of persons injured in alcohol/drug combo-involved crashes. <br /> 13.
