Kenny, Director of Parks, Recreation & Family Services <br />SUBJECT: First Reading of Amendments and Additions to the City's Parks <br />Ordinance No. 0-14-96 <br />DATE: February 12, 2001 <br />BACKGROUND: <br />The Recreation & Parks Commission has recommended to the City Council various amendments and <br />additions to the City's Parks Ordinance No. 0-14-96. The amendments include Sections 12.24.010, <br />12.24.060 and 12.24.150, while additions include Sections 12.24062 through 12.24.065. All of the <br />amendments and additions relate to definitions and to skating, in-line skating and the riding of skateboards, <br />scooters and bicycles within City parks and facilities. <br />DISCUSSION/ANALYSIS: <br />The amending of Section 12.24.010 pertains to various definitions within the Ordinance. Section 12.24.060 <br />adds the wording "scooter and in-line skates" to the final sentence of the paragraph. Also added to the final <br />line of the paragraph is phrasing which does not allow skating, scooters, etc. to be ridden within 50 feet of a <br />City building or monument. Section 12.24.150 is rephrasing of original wording. <br />The Commission has also recommended adding sections 12.24.062 through 12.24.065. These pertain to <br />prohibiting skating, in-line skating, skateboards, bicycles, and scooters in Fleming Park due to the park's <br />historical significance, regulations for riding the above equipment, riding in City parking lots, signage and <br />the posting thereof. A red lined copy of the proposed amendments and additions are attached for ease in <br />understanding the recommendations. <br />Both the recommended amendments and additions were completed by the City Attorney's office.
