CITY OF COLTON
AGENDA REPORT
FOR COUNCIL MEETING OF FEBRUARY 20, 2001
TO: Honorable Mayor and City Council
APPROVAL: He . Garcia&QtManager
FROM: a am
Community Deector
SUBJECT: Prioritization and Funding of Community Development
Block Grant (CDBG) Projects for Fiscal Year 2001-2002
DATE: February 12, 2001
BACKGROUND:
On December 5, 2000, the City Council approved the submittal of five Community
Development Block Grant (CDBG) Project Applications to the San Bernardino County
Economic and Community Development (ECD) Department for eligibility and
qualification review for the Fiscal Year 2001-2002. Subsequently, additional CDBG
applications were submitted directly to the County ECD Department from various public
and private agencies, requesting funds from the City CDBG Entitlement Allocation.
The City of Colton has received a total of 28 eligible proposal applications requesting
CDBG funds. Attachment "A" is a list of the 28 proposals. The list contains the project
log number, primary service area of the proposed project, name of the applicant, a brief
project description, total CDBG request, including the amount of CDBG funds being
requested from Colton, and ECD comments.
The County has informed the City that the 2001-2002 CDBG Entitlement Allocation for
Colton is $382,000. Also, that the 15% funding limit for public service projects
continues to apply, which means that the maximum amount of CDBG funds we are
allowed to allocate for public service projects is $57,300
DISCUSSION/ANALYSIS:
Staff conducted a cursory review of the 28 proposals and is recommending the
s continued funding of projects that are administered by City staff and that adequately
f address the needs and services of Colton residents. Twenty-two (22) of the 28
applications are for public service projects, for a total amount of $186,815 being
requested from Colton. There are six capital and community improvement projects that
are requesting a total amount of $609,384.
rj
< Based on staff's analysis of the proposals it is recommended that the City Council
approve the funding of CDBG projects listed on Attachment "B".
7
Item #1,
