Clarke, Utility Director <br />SUBJECT: Participation Agreement Between the City of Colton and Reche Canyon Mutual <br />Water Company for the Extension of a Ten -inch Water Line in Reche Canyon <br />Road <br />DATE: <br />BACKGROUND <br />February 12, 2001 <br />For the past three years, the City of Colton has been working with the Reche Canyon Mutual Water <br />Company to complete an emergecy water connection to provide sufficient water to the water company <br />during the summer period so adequate water is available for fire protection. The water company cannot <br />produce enough water to keep its water reservoir filled and meet the domestic needs of its members. <br />DISCUSSION / ANALYSIS <br />Reche Canyon Mutual Water Company operates to serve its members near the county line in Reche <br />Canyon with domestic water service. The water company owns and operates its own well, reservoir, and <br />delivery systems independent of any other water agency. City of Colton water facilities are located in <br />Reche Canyon Road in close proximity to the water company's service boundary, but are not currently <br />interconnected. During the summer months, their demand is such that they cannot meet the needs of the <br />owners and produce enough water to keep their reservoir filled. This reservoir is their only means of <br />protection during the ever-present fire danger that exists in the canyon, especially in this area of dense <br />native brush and grasses. <br />Almost four years ago, the City entered into an agreement to sell emergency water but to date no water <br />has been sold because of the ongoing efforts to physically connect. There was a plan to have the water <br />company run a line from the terminus of the City's system to the water company's reservoir. However, the <br />latest version of the City's Water Master Plan identified the ultimate need of the City to extend the existing <br />water line in Reche Canyon Road to the county line. Even though the report did not specify a completion <br />date, due to the uncertainty of growth in the area, it did plan for the eventual construction. This project <br />would eliminate the oddball service that they would have to build. As an alternative to waiting for the City <br />to construct the main extension, Reche Canyon Mutual was given the option to build the line, with the <br />Clity's participation for oversizing and other considerations. This is the option they have elected to <br />`exercise. The City Attorney has developed the Participation Agreement between the two agencies that <br />'.will allow the project to proceed. <br />1 <br />fi <br />Item #17 <br />
