Page 2 of 2 <br />Agenda Report for March 20, 2001 <br />March 13, 2001 <br />On October 9, 2000, CSUSB hosted the first meeting to begin studying the feasibility of providing local <br />television programming using the available resources. On January 29, 2001, the cities of Big Bear, Chino, <br />Colton, Fontana, Grand Terrace, Rancho Cucamonga, Rialto, San Bernardino and Yucaipa, along with <br />representatives from CSUSB and Charter Communications met to provide input and finalize the draft <br />Memorandum of Understanding (MOU). <br />The MOU developed by CSUSB offers the City of Colton an opportunity to participate in this program at no <br />cost. The University is requesting cities merely help market the programs and participate in giving <br />program direction whenever possible. The University is requesting authorization to broadcast during the <br />hours 7:00 p.m. to 11:00 p.m. Monday through Sunday. Local city programming, such as City Council <br />meetings, will preempt the University scheduled programming. However, cities have the ability to <br />broadcast the University programming later. The University requested cities give final approval for <br />participation in the project by April 1, 2001. Additionally, the CSUSB staff anticipate it will take six to nine <br />months to develop sufficient enough programming `yin the can" for broadcasting. Finally, the University <br />intends to apply for additional grant funding to supplement program and station development. <br />FINANCIAL IMPACT <br />There is no financial impact associated with the approval of the MOU. <br />LEGAL REVIEW <br />The City Attorney, Sonia Carvalho, reviewed this item as to form on February 6, 200 <br />ENVIRONMENTAL IMPACT <br />There are no environmental impacts associated with the approval of the MOU. <br />RECOMMENDATION <br />Approve the Memorandum of Understanding by and between The Foundation for California State <br />University, San Bernardino and City of Colton to operate a public, education and/or government channel <br />via its local cable franchise with locally originated programming and authorize the City Manager to <br />execute any and all documents necessary for the implementation of this project. <br />Attachment: Memorandum of Understanding <br />
