City Council Meeting of March 20, 2001 <br />Amendment to General Plan, Zone Change <br />and Environmental Assessment (DZGCV-1 11 -00) <br />Page 2 of 2 <br />ALTERNATIVES: <br />The City Council has the authority to deny the requested General Plan Amendment and Zone <br />Change. However, it should be noted that the requested action, if approved, would most likely <br />increase the probability of this vacant land being developed. This, at some time in the future, <br />could provide additional sales tax revenues to the City from any business locating in that <br />development. <br />FINANCIAL IMPACT: <br />There will be no impact to the General Fund. The requested action is a text change only. Any <br />changes or improvements to the subject property, as a result of this text change, are the <br />financial responsibility of the property owner. <br />ENVIRONMENTAL IMPACT: <br />The Project is partially situated within the San Jacinto Earthquake Fault Zone. A geological <br />report, prepared by Gary A. Rasmussen & Associates, Inc., was requested by the Design <br />Review Committee. The report addressed the issue of construction within the San Jacinto <br />Earthquake Fault zone. The study recommended that structures designed for human habitation <br />not be constructed on this site, unless supplemental subsurface investigation proves the site be <br />without active faulting. The applicant has proposed the construction of a self -storage facility for <br />this site, which is well suited to the conditions of the land., The proposed caretaker dwelling will <br />be constructed in the westerly portion of the ' site, near the existing residential tract, that is <br />situated south west of the project site. Construction of this dwelling would include deepened <br />footing, reinforced slab, and other construction measures deemed appropriate to mitigate <br />geological impacts. The Planning Commission has determined that there will not be significant <br />impact to the environment with the implementation of the recommended mitigation measures, <br />and recommends that a Mitigated Negative Declaration and Mitigation Monitoring Reporting <br />Program be filed with the County Clerk. <br />CITY ATTORNEY REVIEW: <br />City Attorney <br />RECOMMENDATION: <br />Staff recommends that the City Council accept public testimony on the proposed project, and <br />after careful consideration, accept Planning Commission Resolution R-03-01, and approve File <br />Index Number DZGCV-111-00, adopt the attached Resolution, which amends the Colton <br />General Plan, and approve the attached Ordinance amending the Zoning Ordinance. <br />DRZ/LB <br />Attachments: Planning Commission Staff Report <br />Planning Commission Resolution R-03-01 <br />Resolution <br />Ordinance <br />
