City Council Meeting of March 20, 2001 Amendment to General Plan, Zone Change and Environmental Assessment (DZGCV-1 11 -00) Page 2 of 2 ALTERNATIVES: The City Council has the authority to deny the requested General Plan Amendment and Zone Change. However, it should be noted that the requested action, if approved, would most likely increase the probability of this vacant land being developed. This, at some time in the future, could provide additional sales tax revenues to the City from any business locating in that development. FINANCIAL IMPACT: There will be no impact to the General Fund. The requested action is a text change only. Any changes or improvements to the subject property, as a result of this text change, are the financial responsibility of the property owner. ENVIRONMENTAL IMPACT: The Project is partially situated within the San Jacinto Earthquake Fault Zone. A geological report, prepared by Gary A. Rasmussen & Associates, Inc., was requested by the Design Review Committee. The report addressed the issue of construction within the San Jacinto Earthquake Fault zone. The study recommended that structures designed for human habitation not be constructed on this site, unless supplemental subsurface investigation proves the site be without active faulting. The applicant has proposed the construction of a self -storage facility for this site, which is well suited to the conditions of the land., The proposed caretaker dwelling will be constructed in the westerly portion of the ' site, near the existing residential tract, that is situated south west of the project site. Construction of this dwelling would include deepened footing, reinforced slab, and other construction measures deemed appropriate to mitigate geological impacts. The Planning Commission has determined that there will not be significant impact to the environment with the implementation of the recommended mitigation measures, and recommends that a Mitigated Negative Declaration and Mitigation Monitoring Reporting Program be filed with the County Clerk. CITY ATTORNEY REVIEW: City Attorney RECOMMENDATION: Staff recommends that the City Council accept public testimony on the proposed project, and after careful consideration, accept Planning Commission Resolution R-03-01, and approve File Index Number DZGCV-111-00, adopt the attached Resolution, which amends the Colton General Plan, and approve the attached Ordinance amending the Zoning Ordinance.
