<br /> <br />ITEM NO. 1 <br />STAFF REPORT <br /> <br /> <br />DATE: FEBRUARY 20, 2024 <br />TO: HONORABLE MAYOR AND CITY COUNCIL MEMBERS <br />FROM: BILL SMITH, CITY MANAGER <br />PREPARED BY: BRIAN DICKINSON, PUBLIC WORKS DIRECTOR <br />SUBJECT: SOLID WASTE CONTRACT DISCUSSION <br />RECOMMENDED ACTION <br /> <br />Staff recommends that the City Council take the following action: <br /> <br />Receive presentation from CR&R <br /> <br />BACKGROUND <br /> <br />The City’s Solid Waste, Recyclables and Organic/Green Waste is currently collected and <br />processed by CR&R Inc. under the existing Franchise Agreement which originated on or about <br />May 16, 1996 with Taormina Industries. On or about February 16, 1997, Taormina Industries <br />was approved as a wholly owned subsidiary of Republic Services. <br /> <br />On or before March 7, 2017, the Franchise Agreement was assigned to CR&R Inc. <br /> <br />ISSUES/ANALYSIS <br /> <br />During the City Council meeting of August 15, 2023, CR&R Inc. made a presentation with three <br />options for Contract enhancements in request for an extension to the existing Franchise <br />Agreement, which expires June 30, 2026. Staff was directed to bring this back to a subsequent <br />meeting for discussion. <br /> <br />During the September 19, 2023 City Council meeting, CR&R made an updated proposal. After <br />thorough discussion, staff was directed to schedule a Workshop to further discuss CR&R’s <br />Proposal Option #2. <br /> <br />1 <br />Packet Pg. 8
