1 NOW, THEREFORE, THE CITY COUNCIL OF THE CITY OF COLTON, <br /> 2 CALIFORNIA, DOES HEREBY ORDAIN AS FOLLOWS: <br /> 3 <br /> SECTION 1. Incorporation of Recitals. The City Council hereby finds that all of the <br /> 4 foregoing recitals presented herewith are true and correct and are hereby incorporated and <br /> 5 adopted as findings of the City Council. <br /> 6 <br /> 7 SECTION 2. The City Council of the City of Colton hereby amends Section 2.30.020 of <br /> Chapter 2.30 of Title 2 (Composition of Boards, Commissions and Committees) of the Colton <br /> 8 Municipal Code to read as follows: <br /> 9 <br /> 10 "2.30.020—Composition of Boards, Commissions and Committees. <br /> 11 Except as otherwise provided by this code, all boards, Commissions and Committees of the <br /> 12 City Shall be comprised of five members nominated on the recommendation of each <br /> 13 Councilmember and the Mayor, and appointed by a majority vote of the City Council. <br /> 14 The City Council may also appoint up to two Youth Commissioners for each Commission and <br /> 15 Committee of the City.Any Council Member may bring forward a nomination for Youth <br /> 16 Commission, but appointment will require a majority vote. <br /> 17 The position of Youth Commissioner shall be advisory only and shall not vote on any matters <br /> 18 brought before any Commission or Committee. The presence or absence of Youth <br /> 19 Commissioners shall have no effect on the ability of a Commission or Committee to establish <br /> 20 a quorum. <br /> 21 For purposes of this section, a "Youth Commissioner"shall at the time of appointment be (i) at <br /> 22 least 15 years of age and no older than 18 years of age (ii) be a sophomore,junior or senior in <br /> 23 good standing in high school, and(iii) otherwise meet the qualifications stated in section <br /> 2.30.060.A "Youth Commissioner"may reside anywhere in the City. <br /> 24 <br /> 25 Notwithstanding the process for appointment of boards, Commissions and Committees <br /> 26 contained in this section and the manner of appointment contained in section 2.30.030, the <br /> process for appointments to independent citizens oversight committees shall be at the discretion <br /> 27 <br /> of the City Council or as described in a ballot measure approved by the voters." <br /> 28 <br /> - 2 - <br />
