City Council Staff Report — Solicit Bids Washington Median Project July 2, 2001 Page 2 Environmental Impact Environmental review of the median project was done in concert with the other public improvement projects proposed in the Santa Ana Project Area. The Planning Department made a determination that the projects are categorically exempt from CEQA under Section 15301 (c), and a Notice of Exemption was filed with the County on July 2, 2001, a copy of which is attached to the staff report as Exhibit "B." Financial Impact On March 20, 2001 the Redevelopment Agency and City entered into a Construction Management Agreement. As part of this agreement the Agency has placed $1,359,516 into a construction escrow account for the construction of a list of public improvements. Additionally the Agency recently was able to meet an additional release test to draw down an additional $280,000 of bond proceeds. The total amount available for the construction of various projects in the Santa Ana River Project Area is now $1,639,516. The Washington Street Median Improvements have been budgeted for fiscal year 2001/03 in Account No. 877-9150-9155-3890 in the amount of $973,076 for construction. Recommendations Staff requests the Council's authorization to solicit bids for the construction of the Washington Street Median improvement project.
