City Council Staff Report — Solicit Bids Washington Median Project <br />July 2, 2001 <br />Page 2 <br />Environmental Impact <br />Environmental review of the median project was done in concert with the other public <br />improvement projects proposed in the Santa Ana Project Area. The Planning Department <br />made a determination that the projects are categorically exempt from CEQA under Section <br />15301 (c), and a Notice of Exemption was filed with the County on July 2, 2001, a copy of <br />which is attached to the staff report as Exhibit "B." <br />Financial Impact <br />On March 20, 2001 the Redevelopment Agency and City entered into a Construction <br />Management Agreement. As part of this agreement the Agency has placed $1,359,516 into <br />a construction escrow account for the construction of a list of public improvements. <br />Additionally the Agency recently was able to meet an additional release test to draw down an <br />additional $280,000 of bond proceeds.
