Library Building Consulting Services <br />July 20, 2001 <br />Page 2 <br />At the direction of this committee, and in conjunction with the City's Purchasing Manager, the <br />City Librarian prepared a formal Request for Qualifications for Library Building Consulting <br />services. Using a list of library building consultants prepared by the California State Library, <br />RFQ's were sent to five library consultants on June 20, 2001. Responses were requested by <br />Friday, July 6, 2001. <br />One response to the RFQ was received from Mr. Raymond M. Holt, Library Consultant. The <br />State Library Building Grant Committee comprised of school district and City staff evaluated <br />the response to the RFQ and unanimously voted to secure the services of Library Consultant <br />Raymond M. Holt. (A copy of the response is attached for your review). Mr. Holt is perhaps <br />the premier library building consultant in the country today having been involved in more than <br />200 library facility projects in 15 states over a 30 -year period. For a number of years, Mr. <br />Holt has assisted the California State Library in reviewing building programs and drawings <br />submitted for Federal and State grant programs. <br />ALTERNATIVES: <br />None <br />ENVIRONMENTAL IMPACT: <br />None <br />FISCAL IMPACT: <br />The funds are available in the Capital Improvement Fund Account #100-1000-1190-3890. <br />RECOMMENDATION: <br />Staff recommends that a contract for Library Building Consulting Services be awarded to <br />Library Consultant Raymond M. Holt in the amount of $24,900. The agreement, which shall <br />be in a form acceptable to the City Manager and City Attorney, shall incorporate provisions of <br />the City's model agreement.
