Based on the entire record before the City Council, all written <br />oral evidence presented to the City Council, and the findings made in this Resolution, the Cit}' <br />Council of the City of Colton hereby amends the General Plan land use designation for the <br />Subject Site, as set forth in Exhibit "A", from "Business Park" to "Industrial Park" ("General <br />Plan Amendment"). <br />SECTION 2. Based on the entire record before the City Council and all <br />and oral evidence presented to the City Council, the Council finds the General Plan Amendment <br />promotes the goals and objectives of the General Plan, and each element thereof, and leaves the <br />General Plan a compatible, integrated, and internally consistent statement of policies. In <br />accordance with the City of Colton General Plan, the proposed land use classification provides <br />for land uses that are adequately buffered and which do not adversely affect surrounding <br />residential, office, educational or commercial land use. (See Colton General Plan, p. 2-19.) Most <br />of the existing infrastructure improvements in this area are in place so that once the Subject <br />Property is developed it will be adequately served by surrounding public streets. Moreover, <br />designating the Subject Property from a business park use classification to an industrial park land <br />use classification will not affect the availability of land to meet the region's housing needs, since <br />the property was not desiganted for, nor intended for, residential uses. Finally, development of <br />the Subject Property in accordance with the goals and standards of the general plan, as well as <br />the development standards of the underlying zoning designation will assure that development of <br />the subject site is compatible with the goals and standards of other general plan elements. <br />SECTION 3. The City Council has determined the proposed General Plan <br />Amendment is in the public interest because it provides additional opportunities for industrial <br />development and employment opportunities for Colton residents. <br />SECTION 4. In considering this General Plan Amendment, the City Council <br />considered the housing needs of the region and balanced those needs against the public servic <br />needs of the residents and available fiscal and environmental resources. <br />SECTION 5. Based on the entire record before the City Council and all <br />and oral evidence presented, the City Council finds the General Plan Amendment complies wit <br />"CEQA' and hereby adopts the negative declaration for the following reasons: <br />A. The negative declaration and initial study prepared for the Application <br />contain a complete and accurate reporting of the environmental impacts associated with the <br />Application. The documents have been completed in compliance with CEQA and the State <br />CEQA Guidelines. <br />
