(c) That all commercial deposits shall be held by the City for a minimum period of 1 year in which no disconnect charge has been made against the account for which the deposit was placed. 3 . (a) That 30 days (or as close to that time as possible) after the mailing of bills , notices must be mailed for payment of unpaid accounts , such notice to provide for a five (5) day grace period for payment, after such time all unpaid accounts will be considered delinquent. (b) That service to delinquent accounts may be discontinued without further notice. (c) That water service to delinquent accounts may be discon- tinued without further notice, however, in accordance with the legal opinion furnished to the City of Colton, such discontinuance will not be made in less than forty- five (45) days from the date of bill. 4 . Disconnect Charge. (a) That a disconnect service charge of $2 .50 must be paid to the City of Colton bef ore disconnected service will be restored. Such service will be reconnected only if full payment is made or if satisfactory arrangement for payment has been made with the Finance Department.
