CLARKE, UTILITY DIRECTOR`'__r�C <br />SUBJECT: Hearing to Consider the Adoption of the Resolution of Necessity <br />Regarding the Acquisition of Certain SCE Facilities Via Eminent Domain <br />for the Public Health and Safety. <br />DATE: August 7, 2001 <br />BACKGROUND: <br />The City of Colton owns and operates a public electric utility within the City Limits. As <br />the extent of the City Limits has developed over time, the City has extended its electric <br />utility to new areas within its jurisdiction. Areas immediately outside the jurisdiction of <br />Colton are served either by the City of Riverside or the Southern California Edison <br />Company. Inevitably, there are boundary issues between the utilities with regard to <br />service territory. <br />It has been well established that a single franchise for the distribution of electricity is the <br />safest, most reliable, most cost-effective, most environmentally sound, and most <br />aesthetic method of providing electric service. Any condition other than the single <br />franchise results in the duplication of facilities and the attendant increases in risks of <br />mishaps, outages, construction conflicts, cost of service, environmental impacts, and <br />cluttering of the skyline and right-of-ways. A single system avoids these difficulties. <br />The particular circumstances of this acquisition are: <br />1) The Colton Disposal Project development is to be constructed in the City of Colton <br />in the vicinity of Steel Road and Hunts Lane. <br />2) Both the City of Colton and SCE have electric distribution facilities in the same area <br />3) A portion of the existing SCE facilities to be acquired obstruct construction of the <br />Disposal Project facilities, the balance are dependent upon the obstructing lines. <br />4) The City is able to service the Disposal Project with its own electric distribution <br />system and adjacent SCE facilities, while at the same time removing the obstruction <br />and reducing the total amount of facilities in the area. <br />Item #4 <br />
