Acquisition of SCE Facilities <br />August 7, 2001 <br />Page 3 <br />1. The Public Interest and Necessity Require the Proposed Project <br />Duplicative electric utility distribution facilities exist in much of the City of Colton. <br />Inasmuch as any electrical facility, by its very nature and existence, poses a <br />significant level of risk to the public, the minimizing of such facilities is necessary <br />and serves the public interest. <br />Reliable electric service is deemed to be of vital importance to the Legislature <br />and the Congress, as indicated in multiple proceedings. The City's acquisition of <br />these particular facilities will reduce service response time for the customers <br />affected by virtue of the closer proximity of the City's service centers and electric <br />utility employees. <br />Finally, the minimization of electrical facilities reduces the cost of electric service, <br />which is clearly in the public interest. <br />2. The Project is Planned or Located in the Manner that will be Most <br />Compatible with the Greatest Public Good and the Least Private Injury <br />A portion of the facilities to be acquired presently obstructs the development of <br />the property they traverse. The remaining facilities intersect and are easily <br />interconnected with the City's existing underground electric distribution system. <br />The City of Colton already serves adjacent customers. Duplication is reduced by <br />this acquisition. <br />3. The Easements and Electrical Distribution Facilities Sought to be Acquired <br />are Necessary for the Project <br />The removal of the facilities that obstruct development of private property result <br />in the electrical isolation of the remaining facilities from their current owner <br />unless considerable relocation expenses are incurred. Interconnection of the <br />remaining facilities with City facilities reduces the cost of service. Acquisition of <br />the particular facilities minimizes the duplication of facilities that exists in this <br />area. <br />
