Item #25 <br />CITY OF COLTON <br />AGENDA REPORT <br />For the Colton Utility Authority Meeting of September 3, 2002 <br />TO: HONORABLE CHAIRPERSON AND MEMBERS OF THE COLTON UTILITY AUTHORITY <br />FROM: ERIC FRASER, DIRECTOR OF WATER AND WASTEWATER OPERATIONSe� <br />SUBJECT: ADOPTION OF THE ATTACHED RESOLUTION DECLARING THAT AN EMERGENCY <br />CONDITION EXISTED AT WELL NO. 7 AND THE DELEGATION OF AUTHORITY FOR <br />THE CITY MANAGER'S ACTIONS HE DEEMED NECESSARY FOR ITS REPAIR AND <br />ACCEPTANCE OF SAID REPAIR OF WELL NO. 7 AS 100% COMPLETE AND <br />AUTHORIZATION FOR THE DIRECTOR OF WATER AND WASTEWATER OPERATIONS <br />TO FILE THE NOTICE OF COMPETION — TRI COUNTY PUMP COMPANY <br />DATE: August 26, 2002 <br />BACKGROUND <br />The pump assembly on Well No. 7 failed on June 25, 2002. The current demand for water from all <br />customers in the city necessitates that all wells be on-line and operational. The failure of this well created a <br />condition that could lead to water outages. This caused the need to invoke the use of Section 22050 of the <br />Public Contract Code which allows the City Council to pass a resolution by a four-fifths vote of its <br />membership declaring that an emergency condition exists and delegating authority to order actions <br />required by that emergency without giving notice for bids to let contracts. <br />DISCUSSIONIANALYSIS <br />Replacement of the pump was necessary in order to continue to provide reliable service to customers. <br />ALTERNATIVES: <br />Initiate water rationing or serve water that exceeds the action level for perchlorate and notify the public. <br />FINANCIAL IMPACT <br />Funds from the Water Operations Capital Equipment Account Number 521-8100-8101-4955 were used. <br />ENVIRONMENTAL IMPACT <br />There are no environmental impacts associated with these actions. <br />RECOMMENDATION <br />Staff recommends that the Colton Utility Authority adopt the attached Resolution declaring an emergency <br />condition existed at Well No. 7 that required immediate action, ratify the actions of the City Manager, <br />pursuant to Section 22050 of the Public Contract Code, who executed a contract with Tri County Pump <br />Company for emergency repairs and services in an amount not -to -exceed $16,867.84, and authorize the <br />Director of Water and Wastewater Operations to File the Notice of Completion. <br />Attachments: Resolution: Declaration of Emergency <br />Notice of Completion <br />
